How to enable annotation in Adobe web plugin?

i using adobe reader xi. opening pdf in intenet explorer/chrome. there annotations not enabled.

please enable annotations in web plugin.

a prompt response appreciable.

what happens when click on comments button?

 

note chrome has own pdf viewer, may not compatible pdf features.
