Photoshop image resize Bug

this has been driving me nuts , adobe dont seem addressing it. im trying drop image 300dpi 120 dpi bizarre reason photoshop wants add , strech image .5cm on height destorts image. when choose dpi 72 or 200 dpi doesn't effect dimensions @ all. i've been using photoshop since version 3 , never had before bug????

what version of photoshop?

 

do have  resample checked?
