i bought photoshop elements 8 time back. after re-installing windows 7, can re-download p e 8?

yes.

adobe allows photoshop elements installed twice. can install on 2 computers.

you can keep 2 installation limit active deactivating , removing program first computer. you'll find "deactivate" in menu. deactivate while computer connected internet. might have have disk in drive.be sure register adobe after install elements that, when time comes deactivate elements, can contact adobe support in case have questions.

NIK SELECTIVE TOOL INTERMITTANT FAILURE.

ref: win7-64 /ps cs6 /google-nik collection.   after working "a time", select brush option in nik plugin, & when image "re-opens" in ps, plugin has selected ps brush tool, & can paint on effect i'd created, selective tool interface fails open, & there's no way apply or discard effect. at point ps "hung", waiting command either apply, or discard brush effect, can't done without selective tool interface; , way out, ctrl/alt/del close photoshop-- & lose work!  (results in ps appscrash result). the selective tool folder contained selectivepalette.8li file, along seltoolinst.cfg (instructional script tool??), , hdrefexpro2.jsx file. nik told me hdrefexpro2.jsx file did not belong there, & delete it, , sent me seltoolinst.cfg file replace existing one; , fixed problem short time! now works awhile, fails.---wont open either brush command, or automate. i check folder, & "something" has placed/re-placed deleted  hdrefex...
