copying a radial pattern

how copy, paste , scale radial vector without changing size? objects move out radially if on spokes.

the way (mis)understand it, may:

 

1) select objects , object>transform>scale centres @ right distance(s), copies if want originals still in original places;

2) object>transform>transform each inverse scale scale each object down again original size in new place.
