Can't open Photoshop cc

i'm little frustrated cc these days. 3 times in last few months unable access photoshop cc (64bit). lasted few days hacked away trying acces it. conntacted adobe , no @ all. has happened again , don't know did in past gain access. time uninstalled cc desktop because when attempted open desktop got blank page , wouldn't allow me log in. uninstalled photoshop cc. attemped install cc desktop , seemed install ok until tried open it. again blank page, , can't log in through desktop. can use password adobe. need help.

NIK SELECTIVE TOOL INTERMITTANT FAILURE.

ref: win7-64 /ps cs6 /google-nik collection.   after working "a time", select brush option in nik plugin, & when image "re-opens" in ps, plugin has selected ps brush tool, & can paint on effect i'd created, selective tool interface fails open, & there's no way apply or discard effect. at point ps "hung", waiting command either apply, or discard brush effect, can't done without selective tool interface; , way out, ctrl/alt/del close photoshop-- & lose work!  (results in ps appscrash result). the selective tool folder contained selectivepalette.8li file, along seltoolinst.cfg (instructional script tool??), , hdrefexpro2.jsx file. nik told me hdrefexpro2.jsx file did not belong there, & delete it, , sent me seltoolinst.cfg file replace existing one; , fixed problem short time! now works awhile, fails.---wont open either brush command, or automate. i check folder, & "something" has placed/re-placed deleted  hdrefex...
