Photoshop CC UI messed up

tried reinstalling, rebooting , updating grafic drivers several of times.

nothing seems work...

can't enter when look's this, , can't see or read different fields are.

please help!

 

system info:

hp compaq 8510p 1280x800 screen res

ati mobility radeon hd 2600

windows 7 32 bit

you missing required system fonts, or have utility messing font information -- , photoshop trying use font information gets os resize dialogs fit strings.

NIK SELECTIVE TOOL INTERMITTANT FAILURE.

ref: win7-64 /ps cs6 /google-nik collection.   after working "a time", select brush option in nik plugin, & when image "re-opens" in ps, plugin has selected ps brush tool, & can paint on effect i'd created, selective tool interface fails open, & there's no way apply or discard effect. at point ps "hung", waiting command either apply, or discard brush effect, can't done without selective tool interface; , way out, ctrl/alt/del close photoshop-- & lose work!  (results in ps appscrash result). the selective tool folder contained selectivepalette.8li file, along seltoolinst.cfg (instructional script tool??), , hdrefexpro2.jsx file. nik told me hdrefexpro2.jsx file did not belong there, & delete it, , sent me seltoolinst.cfg file replace existing one; , fixed problem short time! now works awhile, fails.---wont open either brush command, or automate. i check folder, & "something" has placed/re-placed deleted  hdrefex...
