Adobe Reader XI hides toolbar by default

i work @ service desk , have received number of trouble tickets regarding toolbar not populating default.

 

i've adjusted end user's settings number of times still not toolbar display after changing settings when user closed document , moved on next document. keep in mind these users accessing reader through internet explorer 9 extension.

 

searching through threads on forum, found this thread states there defect in adobe reader x causing similar issue. has defect been resolved, still open, or new defect? there workarounds?

what operating system?  reader version?

NIK SELECTIVE TOOL INTERMITTANT FAILURE.

ref: win7-64 /ps cs6 /google-nik collection.   after working "a time", select brush option in nik plugin, & when image "re-opens" in ps, plugin has selected ps brush tool, & can paint on effect i'd created, selective tool interface fails open, & there's no way apply or discard effect. at point ps "hung", waiting command either apply, or discard brush effect, can't done without selective tool interface; , way out, ctrl/alt/del close photoshop-- & lose work!  (results in ps appscrash result). the selective tool folder contained selectivepalette.8li file, along seltoolinst.cfg (instructional script tool??), , hdrefexpro2.jsx file. nik told me hdrefexpro2.jsx file did not belong there, & delete it, , sent me seltoolinst.cfg file replace existing one; , fixed problem short time! now works awhile, fails.---wont open either brush command, or automate. i check folder, & "something" has placed/re-placed deleted  hdrefex...
