Switching between style sheets.

i working on managing style sheets correctly

 

when open fluid div layout can created name fluid.css file. can build new rules in file , use them.
i can build new css file. test.css , create rules in

how see rules  build in test.css in property panel?

 

i missing piece on how switch between style sheets.

i think have figured out have create properties panel instead of css panel.  using dw cs6.
