What is the best way to update a pre-CSS website to CSS compliance?

i have been charged maintaining pre_css website. know least time consuming method of updating site css compliance , make dynamic site.

right-click inline style , select css styles > convert inline css rule.0

Creative Cloud - Installation Error 205
