CS6 64bit "the operation connect complete because of an unknown error." [cant]

when run ai 16.2 x64bit normal user , try create new document following error message:

 

"the operation connect complete because of unknown error."  [cant]

 

 

however, if run administrator have no issues...   problem?

sounds permissions problem regular user account.
