resize cell of table row

i create table diferent width columns in rows. possible resize cell of table row independent other row? if yes. how do?

since no 1 has replied, thought suggest 1 approach used when confronted issue. take page microsoft word playbook. create table maximum number of columns need in row have columns. then, in rows require fewer columns, select multiple cells in table, go menu, click on table, select "merge cells" pull-down menu. can adust margins suit needs.
