Lens-blur / Tilt-shift blur grayed out for a video clip as Smart Object

so instead of using actions , apply said effects hundreds, thousands of still frames, aware can apply filters directly onto rendered video clip in photoshop.

 

i followed instructions opening video created "open image sequence" in quicktime, converted smart object. when try apply said blur effects, grayed out.

 

what doing wrong? cs6 can't cc can?

 

please advise, thank you!

NIK SELECTIVE TOOL INTERMITTANT FAILURE.

ref: win7-64 /ps cs6 /google-nik collection.   after working "a time", select brush option in nik plugin, & when image "re-opens" in ps, plugin has selected ps brush tool, & can paint on effect i'd created, selective tool interface fails open, & there's no way apply or discard effect. at point ps "hung", waiting command either apply, or discard brush effect, can't done without selective tool interface; , way out, ctrl/alt/del close photoshop-- & lose work!  (results in ps appscrash result). the selective tool folder contained selectivepalette.8li file, along seltoolinst.cfg (instructional script tool??), , hdrefexpro2.jsx file. nik told me hdrefexpro2.jsx file did not belong there, & delete it, , sent me seltoolinst.cfg file replace existing one; , fixed problem short time! now works awhile, fails.---wont open either brush command, or automate. i check folder, & "something" has placed/re-placed deleted  hdrefex...
