Resetting, resizing the floating panels?

i don't know how describe ... reason floating panels exceed depth of laptop screen. can not bottom of window grab , resize it. happens time ... i'm not sure triggers it. how reset panels can leave them floating yet access bottom row of functions? i'm stumped. i'm sure it's simple ... don't know be. grrrrrrr

it's important know whether running osx or windows. answers vary because of way controls work.

 

window menu > workspace > reset start.  if windows, resize button might help. that's middle button in upper right corner. toggle , see.

 

you can hide taskbar @ bottom if stops reaching bottom of panel.

 

if mac, toggle green resize button in upper-left corner.
