1. create solid size of composition.
2. create shape layer using star tool , adjust pinwheel setting stroke , fill same color, stroke 2 pixels, inner radius 0, outer radius big enough fill composition window.
3. add repeater, set offset x , y 0 , rotation .03º , copies 80
4. add keyframes shape layer's rotation property
5. add drop shadow shape layer.
6. done
