DPS App Builder: do i need 2 CC-licenses (1 for my pc, 1 for my Mac)??

simple question, i'm having troubles finding simple (and recent) answer it:

 

i'm cc member , have dps professional edition license i'm using on windows pc. i've created folios on machine preparational work make app. trying make app of folio, realised option 'create app' missing (on windows pc).

 

is because app builder exist mac-computers? if so, no prob, have mac can use, has old version of indesign (indesign cs3) installed on it. have spend (new) cc-license on mac able create app (i won't happy that)? or have there been updates since 2013 make possible not have skip 1 machine anymore , let finish whole process using 1 simple windows pc? wasn't there web-based app builder windows users?

one of major benefits of creative cloud get, in past, 2 installs, cross platform 1 mac , 1 windows machine allowed. in fact setup use here.
