what mean users?

means tb voted the 13.04 release 9 months of support. there discussion applying principle retroactively, 12.10 release; however, tb felt backing out promise , did not want set such precedent.
but there "but":

what mean users?

akin providing rick spencer had labelled “rolling release”. general idea being user opt continuous upgrades on development release. example, if user running development series , updating daily when 13.04 became standard/non-lts release, user wouldn’t have to start getting updates 13.10 release.

tb voted allow development team enable capability of tracking development release without intervention. however, the specific implementation questions yet determined include how enable users continuously track development focus of ubuntu without having explicitly upgrade.
so support period determined else still tbd

think sounds

shortening non-lts support cycle is, imho, idea, development release can nightmare support point of view, if not done right. hope labeled unstable.
