Why placed object frame moves without content

i've been using id cc few months (previously used id 5) , have been having problem moving placed image. i'm sure i'm missing knowledge of changed upgrade path, can't figure out what.

 

it used i'd place object (with black selection tool selected), i'd click on , drag want it. now, of time, , frame moved without content. after number of attempts, seem manage grab right way (but don't know is) , whole thing move properly.

 

shouldn't need click on (with black selection tool) , drag right place? necessary click on place of image (doesn't seem be) or else i'm missing?

with selection tool if hover mouse on image towards center you'll see changes hand icon , double concentric circle (content grabber). if want move image use content grabber. if move cursor bit past content grabber changes black arrow. indicates can move frame + image together.
