Drag an object side to side with limits

hi,

 

i have specific need project  working on.

 

i need used able drag 3 layers, single touch, set distance either direction on x-axis.

 

ultimately have 3 layers move @ different rates create parrallax effect.

 

i figure best way target top layer dragging. code other layers move relative top layer's movement;

 

something of nature of  -

if (layer1) moves in x+ direction, (layer2) moves (layer1 x -10) , (layer3) moves (layer2 x -10). , reverse x-.

 

does make sense?

 

coming animation rather coding, finding hard started one. i've picked lot far can't seem find anywhere build off of.
