Create layered Adobe Acrobat files from PSE 2.0?

as solution "global awareness" , "global literacy" dilemma in public education, have created 8-volume print , digital content suite in pse 2.0 (over period of 12 years). teachers eager hold of it, discovering not not classroom teachers have direct access adobe photoshop elements. there way convert pse 2.0 files layered adobe acrobat files without losing quality of images?

 

[for low-res reference, see www.worldpeas.org , click on .pdf button.] .psd graphics files consist of large-format continental maps, layered 200 postage stamp catalogue images. stamp objects moved correct places on map, correct map number corresponding layer number. in digital versions, users right click on stamp image see if got correct map position.

i'm not sure you're asking, if question can pse make layered pdf, answer no. pdf engine in pse extremely basic, without many of options have in program acrobat.
