premiere places hidden keyframe, one frame after the frame I place

not everytime, on clips apply video effect (like position) , premiere moves clip 1 frame after keyframe set.

 

first keyframe/starting position, second keyframe ending position. when scrub animation second key frame, premiere moves clip i'd it. when scrub next frame, premiere moves clip several pixels further in direction set frame at. if move ending keyframe forward 1 frame , set position, places hidden keyframe frame ahead , on.

 

i have been unable overwrite/erase hidden keyframe, , result, have guess place clip , undercompensate visible keyframe.

i editing instructional material , lot of clips, cut 1 frame of clip , use rate stretch tool create still image serveral seconds. typically, when apply effects.

 

has issue been documented anywhere?

are there solutions?

windows 7 pro

there aren't hidden keyframes, need right click on ones set , change spatial interpolation linear.
